  • Notice: In an effort to streamline system maintenance, AIR will be taking all online systems offline from 6 a.m. on Saturday, July 15 until 11 p.m. on Sunday, July 16.  The Iowa portal will still be accessible, however the associated systems (ORS, TIDE, Test Administration) will not be accessible. Additionally, on Friday, July 14 ORS will be limited to read-only mode where the generation of new downloadable data files and batch ISRs will be unavailable.

  • Reminder: All test materials shipped to schools (used or unused) must be returned to Measurement Incorporated (MI) no later than five business days after testing is complete.   • Reminder: In order to receive scores for any paper and pencil accommodated test forms that have been administered in your school or district, all responses MUST be entered into the DEI. Please note, the DEI is only required for paper and pencil accommodated test forms, NOT the K and 1 Online Writing Supplement. Once you have completed entering paper and pencil test responses into the DEI you should immediately return these materials to MI.  If you have any questions about entering responses into the DEI or shipping materials back to MI, please call the IDOE HelpDesk at iowaelpa21helpdesk@air.org or call 1-855-873-5710.

  • Notice: If you have any paper and pencil testers in your district or school, please note, these students will also appear eligible for the online tests. However, paper and pencil testers ONLY need to take the paper and pencil test.  Additionally, if all your students (both paper and pencil and online testers) have completed testing, the participation reports will not show 100% completion for online tests, since paper and pencil testers are eligible for online tests.  If you have any questions about participation reports, please call the IDOE HelpDesk at iowaelpa21helpdesk@air.org or call 1-855-873-5710.

  • NoticeChrome 57 ELPA21 Recorder Issue

    AIR has recently identified an issue with the ELPA21 voice recorder in Chrome OS 57. The issue is currently being investigated. Schools and districts using the Chrome operating system should continue to administer ELPA21 tests on Chrome OS 56 using patch number 56.0.2924.110 or above until a fix for Chrome OS 57 is deployed.

    AIR recommends that all schools that administer ELPA21 tests on Chromebooks take a practice test on the model of Chromebook they are using and verify that ELPA21 Speaking records correctly before administering the test to students.

  • Notice: For TA’s administering paper and pencil accommodated forms, please enter all responses into the DEI upon completing the paper and pencil test. Once all paper and pencil tests have been administered at a school and responses entered in to the DEI, please be sure to return all materials to MI immediately.

  • Notice: The Appeals system will be available in TIDE on Friday 2/17/17 at 7 am CST. For users wishing to request an Appeal (e.g. test reset, reopen, etc), you will be able to do so in TIDE beginning 2/17/17.  After submitting an Appeal request in TIDE, please email Tom Deeter at tom.deeter@iowa.gov or call 515-242-5616 to inform him of the pending Appeal request. IDOE will review and approve/deny all Appeal requests. For more information, please refer to the document When To Request An Appeal In TIDE.

  • Notice: The Screener Pilot is ONLY for Districts that were recruited by ELPA21 to participate in the pilot test.  The Screener Pilot must be administered by Registered TAs ONLY. If your District was not recruited by ELPA21 to participate in this pilot test, you DO NOT need to administer the Screener Pilot.

  • *Update* Notice: ELPA21 Tests Not Supported Using Chrome OS 54 or 55 on any HP, Samsung, ASUS, or Dell Device

    An updated version of Chrome OS 56 was released last week. However, the released version of Chrome OS 56 did not include the fix for ELPA21 speaking recording that was included in the preliminary version that AIR tested in our lab. AIR has been in touch with Google and is asking them to release the code that fixes speaking recording as a patch for Chrome OS 56. We will provide a follow-up as soon as we have more information regarding when this will happen. In the meantime, Chromebooks that were unable to be used for recording ELPA21 Speaking responses while running Chrome OS 55 will have the same issue when running Chrome OS 56. We continue to recommend that all schools that use Chromebooks take a practice test on the Chromebook and confirm that ELPA21 Speaking records correctly before administering an operational test to students on a Chromebook.

    AIR has identified an issue with the voice recorder when using Chrome OS 54 or 55 on any HP, Samsung, ASUS, or Dell device.

    Schools and Districts using these devices should use supported OSes 48-53 for ELPA21 test administration. This issue with the ELPA21 voice recorder will be resolved in Chrome OS 56, which AIR expects to support for testing by mid-February. IDOE and AIR will provide updates once the timeline for supporting OS 56 is confirmed.

  • Notice: Unlimited rerecordings and unlimited replays accommodations are not limited to students with IEPs or 504 Plans, all students receive these as embedded universal features of ELPA21 tests. Consistent with student supports provided in 2015-16, these features will be available to all students in 2016-17.

  • Notice:  This document is a test security and confidentiality agreement to be signed by ALL individuals who are responsible for administering ELPA21 tests with scribing or translations as an accommodation. Signed copies of this document should be stored in each district’s office.  This document has been added to the ELPA21 Test Administration Training as well.

    *Additional orders for K-12 paper and pencil accommodated test materials will be processed once the initial order has arrived in schools beginning on February 27, 2017.

  • In order to prepare for the upcoming ELPA21 testing window beginning February 14, 2017, please make every effort to complete all additions or deletions of students in TIDE prior to the start of the ELPA21 test window.

  • Please note the following Important Announcements:

    • The Iowa ELPA 21 Score Interpretation Guide has been updated to include appendices which provide additional context to better understand the Individual Student Reports.
    • A sample parent letter has been developed and is attached for districts to use for communication to parents. While it is not required that districts use the attached letter, it will serve as a good model for districts who desire to develop their own communication. For districts that wish to utilize the attached document, please feel free to put on district letterhead and to add additional information as deemed necessary and appropriate for your context.
      • The Title III Network is collaborating on translations for the attached sample parent letter, but the timeline for when those will become available is still unknown. It may not be in time for the 2015-16 scores, but we will work hard to have as many languages as possible available for the upcoming spring 2017 administration and reporting period. Work with your Title III consultant to access the translations as they become available.
    • There have been several changes to the Online Reporting System based on feedback from stakeholders from the field.
      • The comparison data will be suppressed on the PRINT VERSION of Individual Student Reports to protect student privacy (due to low N sizes of ELs in many districts). The comparison data will be available in the online system for district use, but it will not show on the printed score reports that are sent home to parents .
      • The numeric values utilized to indicate proficiency determinations (-1, 0, 1) have been changed to the corresponding text values (Emerging, Progressing, Proficient). This should help to clear up any confusion that exists regarding proficiency determinations.

  • For students who have transferred to a new district post “test administration” they will be included in the score reporting for the district that tested the student. Please follow the same process that was utilized for Abbreviated Reports for Proficiency Determinations as follows:

    • Contact the sending district and request the student’s ELPA21 Score Report be sent to you
    • If you can’t get the score report from the sending district please contact Kelly Hart at Kelly.hart@iowa.gov

  • Test Administrators please remember to enter the scores into the Data Entry Interface (DEI) for students who take the K-12 Paper, Large Print, and Braille Assessments for ELPA21. If you do not enter the student responses into the DEI, the student will not receive a score. This does not apply for the K and 1 Paper Writing Supplement.

  • The Test Information Distribution Engine (TIDE) User Guide has now been updated to include Appeals information. Appeals will go live in TIDE by the end of day on Monday. The TIDE User Guide is available on the Resources pages of the portal. You may access the TIDE User Guide located in the  Test Administrators and Test Coordinators resources page for any questions related to the TIDE system.

  • The Secure Browser Installation Manual has been updated with revised steps for installation on Chrome devices (section 3). The updated manual can be accessed in the “User Guides” subfolder on the Techincal Coordinator’s resource page. All updates are highlighted in the change log (Appendix D).

  • The Practice Tests are now available on the portal. These tests can be accessed via the icon on the home page, or under the Students/Families, Test Administrators, or Test Coordinators pages. Students may take these practice tests as ‘guests’ or by logging into a test session (which can be created through the “Practice Test Administration” page). Test Administrators/Coordinators will be able to log into the Practice Test Administration once “Iowa ELPA21” access is approved through their A&A accounts. The Practice Test Quick Guide will be available soon. Please contact the Iowa ELPA21 help desk if you need assistance using the site.   • We have been receiving a number of general questions related to the first operational administration of ELPA21 (our new Annual English Language Proficiency Assessment). Please see the information below to address the general questions we have been receiving and fully engage with the required webinar trainings (hosted by AEAPD Online) in preparation for practice testing and live administration.

    ALL general information related to ELPA21 can be accessed on this Portal. There are several items that are locked due to security and only users with A&A Accounts will be able to access those items when they become available on January 19th.

     *

    ALL ELPA21 Test Roles  (Tech coordinators, test coordinators, and test administrators) will need A&A Accounts to engage in the assessment process to prepare for student test administration. The instructions for individual users to create A&A Accounts. are attached to this message. This information will also be available on the portal and AGORA for future reference.

     *

    Approximate testing times to allow for the scheduling of computer labs, and student scheduling available on the resources page of this portal and will be available on AGORA for future reference. This document is titled “ELPA21 Testing Administration” and can be found in the “General Information” folders.

    ALL ELPA21 Test Roles have required training available on AEAPD Online as outlined below:

    Tech Coordinators -1 Module with embedded AIR recorded training Currently Available

    Additional Trainings will be required for score reporting and score analysis after the testing window closes in the spring. We will notify everyone when those webinars will be available and who is required to certify on each one. Stay tuned….

    While TIDE will go live on January 19th to allow for districts to build rosters and assign test administrators, etc…practice testing etiquette requires the practice tests to be administered no sooner than 1-2 weeks prior to live testing. The soonest a practice test should be administered is February 1st for students who will begin assessing on February 15th. Students assessing later in the testing window should take the practice test 1-2 weeks prior to their first session.

    Please spend time reviewing all of the detailed information on the Portal and follow the instructions in this email as well as in the Webinar Training and you will be well-prepared to deliver the first ELPA21 operational assessment.

    Thank you for your patience and collaborative spirit as we make a big transition statewide. This has been a learning curve for all of us and we are anxious to have better data to maximize high quality educational programming for ELs.

  • Beginning this school year, the state’s required assessment for English Language Learners will be an online assessment: the English Language Proficiency Assessment for the 21st Century (ELPA21). It will replace the Iowa English Language Development Assessment.

    The Department will provide training for tech coordinators, test coordinators, and test administrators with a series of webinars. They are also providing a test administration certification module for teachers.

    *** Please NOTE the assessment training is two-pronged.

    The 1st layer is a live/recorded and archived training that is hosted by our vendor (AIR) to provide crucial information specific to their delivery platform and reporting system.

    *

    The 2nd layer is a recorded webinar developed by the Iowa Department of Education (lasting no more than 20 minutes per recording) on the ELPA21 Assessment specific information that it NOT specific to AIR. The recorded IDE developed webinar will be available on AEAPD Online within a week of the live event.

  • *Update* Notice: ELPA21 Tests Not Supported Using Chrome OS 54 or 55 on any HP, Samsung, ASUS, or Dell Device

    An updated version of Chrome OS 56 was released last week. However, the released version of Chrome OS 56 did not include the fix for ELPA21 speaking recording that was included in the preliminary version that AIR tested in our lab. AIR has been in touch with Google and is asking them to release the code that fixes speaking recording as a patch for Chrome OS 56. We will provide a follow-up as soon as we have more information regarding when this will happen. In the meantime, Chromebooks that were unable to be used for recording ELPA21 Speaking responses while running Chrome OS 55 will have the same issue when running Chrome OS 56. We continue to recommend that all schools that use Chromebooks take a practice test on the Chromebook and confirm that ELPA21 Speaking records correctly before administering an operational test to students on a Chromebook.

    AIR has identified an issue with the voice recorder when using Chrome OS 54 or 55 on any HP, Samsung, ASUS, or Dell device.

    Schools and Districts using these devices should use supported OSes 48-53 for ELPA21 test administration. This issue with the ELPA21 voice recorder will be resolved in Chrome OS 56, which AIR expects to support for testing by mid-February. IDOE and AIR will provide updates once the timeline for supporting OS 56 is confirmed.

    • The Iowa ELPA 21 Score Interpretation Guide has been updated to include appendices which provide additional context to better understand the Individual Student Reports.
    • A sample parent letter has been developed and is attached for districts to use for communication to parents. While it is not required that districts use the attached letter, it will serve as a good model for districts who desire to develop their own communication. For districts that wish to utilize the attached document, please feel free to put on district letterhead and to add additional information as deemed necessary and appropriate for your context.
      • The Title III Network is collaborating on translations for the attached sample parent letter, but the timeline for when those will become available is still unknown. It may not be in time for the 2015-16 scores, but we will work hard to have as many languages as possible available for the upcoming spring 2017 administration and reporting period. Work with your Title III consultant to access the translations as they become available.
    • There have been several changes to the Online Reporting System based on feedback from stakeholders from the field.
      • The comparison data will be suppressed on the PRINT VERSION of Individual Student Reports to protect student privacy (due to low N sizes of ELs in many districts). The comparison data will be available in the online system for district use, but it will not show on the printed score reports that are sent home to parents .
      • The numeric values utilized to indicate proficiency determinations (-1, 0, 1) have been changed to the corresponding text values (Emerging, Progressing, Proficient). This should help to clear up any confusion that exists regarding proficiency determinations.

  • Beginning this school year, the state’s required assessment for English Language Learners will be an online assessment: the English Language Proficiency Assessment for the 21st Century (ELPA21). It will replace the Iowa English Language Development Assessment.

    The Department will provide training for tech coordinators, test coordinators, and test administrators with a series of webinars. They are also providing a test administration certification module for teachers.

    The 1st layer is a live/recorded and archived training that is hosted by our vendor (AIR) to provide crucial information specific to their delivery platform and reporting system.

    The 2nd layer is a recorded webinar developed by the Iowa Department of Education (lasting no more than 20 minutes per recording) on the ELPA21 Assessment specific information that it NOT specific to AIR. The recorded IDE developed webinar will be available on AEAPD Online within a week of the live event.

    AIR has recently identified an issue with the ELPA21 voice recorder in Chrome OS 57. The issue is currently being investigated. Schools and districts using the Chrome operating system should continue to administer ELPA21 tests on Chrome OS 56 using patch number 56.0.2924.110 or above until a fix for Chrome OS 57 is deployed.

    AIR recommends that all schools that administer ELPA21 tests on Chromebooks take a practice test on the model of Chromebook they are using and verify that ELPA21 Speaking records correctly before administering the test to students.

Students may take these practice tests as ‘guests’ or by logging into a test session (which can be created through the “Practice Test Administration” page).   • Beginning this school year, the state’s required assessment for English Language Learners will be an online assessment: the English Language Proficiency Assessment for the 21st Century (ELPA21). It will replace the Iowa English Language Development Assessment.

    The Department will provide training for tech coordinators, test coordinators, and test administrators with a series of webinars. They are also providing a test administration certification module for teachers.

    *** Please NOTE the assessment training is two-pronged.

    The 1st layer is a live/recorded and archived training that is hosted by our vendor (AIR) to provide crucial information specific to their delivery platform and reporting system.

    *

    The 2nd layer is a recorded webinar developed by the Iowa Department of Education (lasting no more than 20 minutes per recording) on the ELPA21 Assessment specific information that it NOT specific to AIR. The recorded IDE developed webinar will be available on AEAPD Online within a week of the live event.

Additionally, on Friday, July 14 ORS will be limited to read-only mode where the generation of new downloadable data files and batch ISRs will be unavailable.

  • NoticeChrome 57 ELPA21 Recorder Issue

    AIR has recently identified an issue with the ELPA21 voice recorder in Chrome OS 57. The issue is currently being investigated. Schools and districts using the Chrome operating system should continue to administer ELPA21 tests on Chrome OS 56 using patch number 56.0.2924.110 or above until a fix for Chrome OS 57 is deployed.

    AIR recommends that all schools that administer ELPA21 tests on Chromebooks take a practice test on the model of Chromebook they are using and verify that ELPA21 Speaking records correctly before administering the test to students.

  • *Update* Notice: ELPA21 Tests Not Supported Using Chrome OS 54 or 55 on any HP, Samsung, ASUS, or Dell Device

    An updated version of Chrome OS 56 was released last week. However, the released version of Chrome OS 56 did not include the fix for ELPA21 speaking recording that was included in the preliminary version that AIR tested in our lab. AIR has been in touch with Google and is asking them to release the code that fixes speaking recording as a patch for Chrome OS 56. We will provide a follow-up as soon as we have more information regarding when this will happen. In the meantime, Chromebooks that were unable to be used for recording ELPA21 Speaking responses while running Chrome OS 55 will have the same issue when running Chrome OS 56. We continue to recommend that all schools that use Chromebooks take a practice test on the Chromebook and confirm that ELPA21 Speaking records correctly before administering an operational test to students on a Chromebook.

    AIR has identified an issue with the voice recorder when using Chrome OS 54 or 55 on any HP, Samsung, ASUS, or Dell device.

    Schools and Districts using these devices should use supported OSes 48-53 for ELPA21 test administration. This issue with the ELPA21 voice recorder will be resolved in Chrome OS 56, which AIR expects to support for testing by mid-February. IDOE and AIR will provide updates once the timeline for supporting OS 56 is confirmed.

  • Please note the following Important Announcements:

    • The Iowa ELPA 21 Score Interpretation Guide has been updated to include appendices which provide additional context to better understand the Individual Student Reports.
    • A sample parent letter has been developed and is attached for districts to use for communication to parents. While it is not required that districts use the attached letter, it will serve as a good model for districts who desire to develop their own communication. For districts that wish to utilize the attached document, please feel free to put on district letterhead and to add additional information as deemed necessary and appropriate for your context.
      • The Title III Network is collaborating on translations for the attached sample parent letter, but the timeline for when those will become available is still unknown. It may not be in time for the 2015-16 scores, but we will work hard to have as many languages as possible available for the upcoming spring 2017 administration and reporting period. Work with your Title III consultant to access the translations as they become available.
    • There have been several changes to the Online Reporting System based on feedback from stakeholders from the field.
      • The comparison data will be suppressed on the PRINT VERSION of Individual Student Reports to protect student privacy (due to low N sizes of ELs in many districts). The comparison data will be available in the online system for district use, but it will not show on the printed score reports that are sent home to parents .
      • The numeric values utilized to indicate proficiency determinations (-1, 0, 1) have been changed to the corresponding text values (Emerging, Progressing, Proficient). This should help to clear up any confusion that exists regarding proficiency determinations.
